[XR SDK] "Failed to load window layout" pop up error is thrown when project is reopened with OpenVR package installed
Reproduction steps:
1. Create a new project
2. Open the Project settings window and dock it
3. Enable XR Plugin Management
4. Open the Package Manager window and install the OpenVR package tarball archive ("com.valvesoftware.unity.openvr-1.1.4.tgz")
5. Close and reopen the project
Expected result: Project is loaded without any errors
Actual result: "Failed to load window layout" pop up is shown
Reproducible with: 2019.4.22f1, 2020.2.7f1, 2020.3.1f1, 2021.1.0b12, 2021.2.0a9
Not reproducible with: 2018.4.32f1 (XR SDK not available), 21.2.0a20
