[XR Interaction Toolkit][Oculus Quest] ControllerManager errors when clearing states after loading to another scene
Repro steps:
1. Open attached project
2. Build and Run on Oculus Quest
3. Head over to the UIArea
4. Click the top button
Actual: Notice that the left controller has two states set (teleport and interaction ray) and errors in the logcat
Reproducible with: 2019.3.2f1, 2020.1.0a23
