[Windows] Snapping windows doesn't work correctly with Native Title bars on non-main windows
How to reproduce:
1. Open any project or create and open any project
2. Un-dock Console window
3. Try snapping it to the right side of a screen
Expected result: Window is docked to the right and other windows selection pops-up on the left
Actual result: Window is docked, but with small margins away from the sides of the screen, and other screen selection doesn't pop up on the left
Reproducible with: 2023.1.0b1
Could not test with: 2020.3.44f1, 2021.3.17f1, 2022.2.21f1, 2023.1.0a26 (no native title bars)

Behavior seems expected.
