[Windows] New Unity projects open in windowed mode after closing the last project in full screen
How to reproduce:
1. Create a new Unity project
2. Make the Unity Editor Window fullscreen
3. Close the project
4. Create a new Unity project
Expected result: The new Unity project opens fullscreen
Actual result: The new Unity project opens windowed
Reproducible with: 2020.2.5f1, 2020.3.0f1
Not reproducible with: 2018.4.32f1, 2019.4.21f1, 2020.2.4f1, 2021.1.0a1, 2021.1.0b11, 2021.2.0a8
