[Windows] Menu items stay enabled even though operations aren't allowed
Steps to reproduce:
1. Create new project
2. Without having anything selected, go to Component top menu and notice that all component menu items are enabled
3. Same thing applies for disabled windows, for example, notice that Window > Asset Management > Version Control is enabled even though it shouldn't unless version control is enabled in Editor Settings
Doesn't reproduce on mac editor
