[Windows] Editor window doesn't repaint and interface becomes black when dragged into a Fancy Zone
How to reproduce:
1. Install PowerToys (https://docs.microsoft.com/en-us/windows/powertoys/install)
2. Open a new Unity project
3. Un-maximize the Editor window (Restore Down button in the top right)
4. Increase the height of the Editor window, so it would fill up all the space
5. Drag the Editor window into a Fancy Zone by holding Shift
6. Observe the Editor window
Expected result: Editor window is adjusted to the Fancy Zone and stays functional
Actual result: The whole Editor turns black and becomes unusable
Reproducible with: 2018.4.35f1, 2019.4.28f1, 2020.3.11f1, 2021.1.10f1, 2021.2.0a19

- The issue is not reproducible with other software
