[Windows] "About Unity" native Window cannot be snapped to an edge of the screen
Steps to reproduce:
1. Open new Unity project
2. Attempt to snap any window, such as Console, to an edge of your screen
3. In Editor menu, select Help -> About Unity
4. Attempt to snap the About Unity window to an edge of your screen
Expected result: Both windows behave in the same way, you are able to snap them to an edge of your screen
Actual result: The About Unity window cannot be snapped to an edge of your screen
Reproducible with: 2023.1.0b1, 2023.1.0b2
Could not test with: 2020.3.44f1, 2021.3.17f1, 2022.2.4f1 (Native windows not available)
Note: Additionally, other context menu options are unavailable in the window, such as Minimize, Maximize, etc. It seems that the About Unity window is not unified with other native windows.
