[Win] Unicode project names get mangled upon project creation
-e: see title, works fine on 5.3.5, 5.4.0 and 5.5.0 on OSX
-repro:
--start editor
--try creating project named "ąčęėįšųūž"
--notice it gets made correctly
--in editor: File > New Project ...
--try creating project named "ąčęėįšųūž2"
--NOTICE project gets made but is encoded wrong and is named "Ä…Äęėįšųūž2"
