When Unity is launched with specific keyboard language, some commands can not be used
Reproduction steps:
1. Open project with Lithuanian keyboard language.
2. Try to open windows with CTRL + (0-9).
Expected result: All requested windows will be opened.
Actual result: Only numbers that do not have a specific letter assigned to it will be triggered. In this case only 0 and 9.
Reproduced on: 5.1.0f3, 5.4.0f3, 5.6.0f3, 5.6.2p4, 2017.1.0p2, 2017.2.0b5, 2017.3.0a2
Tested on Windows 10.
