When setting a ScrollRect's normalized position in code, the new position does not match the values given
To reproduce this bug:
1. Open the attached project
2. Open 'Scene 1'
3. Select Panel (Canvas->Panel)
4. Add a script 'RepositionScrollView' as a component
5. It should change scrollRects normalized Position to (0.0 ,0.0)
6. Press play
7. Notice in the console that the new position does not match the values given ( it is (0.0,1.0) )
