[WebGL] WebGL builds has different GUI Event handling for Shift key compared to the Editor
How to reproduce:
1. Open the attached project ("case_1143387-WebGLOnGuiEventTest.zip")
2. Make sure the platform is set to WebGL
3. Open the repro scene ("SampleScene")
4. Enter Play Mode
5. Try pressing/holding the Shift key and move the mouse
6. Remember this behavior
7. Exit the play mode, then build and run WebGL build
8. Try pressing/holding the Shift key and moving the mouse
Expected results: Keyboard input events behave the same as in the Editor
Actual results: Keyboard input events behave differently - shift flag start flipping when the shift key is hold
Reproducible with: 2017.4.25f1, 2018.3.12f1, 2019.1.0f1, 2019.2.0a11
