WebGL Template variables are inlined
How to reproduce:
1. Open the attached project "Project-Q.zip"
2. Open Project Settings > Player > WebGL > Resolution and Presentation
Expected result: variables are inlined
Actual result: variables are not inlined
Reproducible with - 2021.1.0a2, 2021.1.0b7, 2021.2.0a5
Not reproducible with - 2018.4.30f1, 2019.4.20f1, 2020.2.4f1, 2021.1.0a1
