[WebGL] Shader error is thrown when building a URP Project
Steps to reproduce:
1. Open the attached project "1360175.zip"
2. Press File>Build and Run
Expected result: Project is built succesfully
Actual result: Shader error is thrown
Reproducible with: 2021.2.0a16, 2021.2.0b15, 2022.1.0a12
Not reproducible with: 2019.4.31f1, 2020.3.20f1, 2021.1.24f1, 2021.2.0a15
Note:
-Issue only reproduces when the Build Target is set to WebGL
