[WebGL] UTF input issues
-e: when entering Russian/UTF characters they are not working in WebGL
-repro:
--import package attached with the bug edit
--open test scene
--switch input language to Russian for the editor
--play scene and type Russian characters
--notice they get logged correctly in the console
--build and run WebGL
--change input language for browser to Russian
--type something
--NOTICE the browser console doesn't show any Russian characters
--same for Input.inputString, see duplicate report
