WebGL plugins do not define UNITY_WEBGL
Steps to reproduce:
1. Open User's attached project
2. Select Test.cpp and make sure WebGL is enabled in the Inspector Window
3. Build for WebGL
4. Check editor log for "UNITY_WEBGL is not defined!"
Result: WebGL plugin does not define Unity_WEBGL
Reproduced with: 5.6.0a3, 5.5.0b11, 5.4.3f1, 5.3.6p5, 5.4.2f1
