[WebGL] Mouse position and delta coordinates are inverted in WebGL builds when using the new input system
How to reproduce:
1. Open the attached project ("case_1162154-Chromatic_Repro.zip")
2. Open the repro scene ("SampleScene")
3. Move the mouse in the game screen
Expected results: Mouse position is not inverted
Actual results: Mouse position is inverted
Reproducible with: 2019.1.7f1, 2019.2.0b6, 2019.3.0a6
Notes:
1. Couldn't test with the 2017.4 branch as it lacks the Package Manager and the new input system package
2. Couldn't test with the 2018.4 branch because of the project breaking after the downgrade
3. The issue does not reproduce on the old input system

Seems like it's still broken in Linux?
I updated one of my projects to 2019.3a12 and it did fix the problem for me (on Windows). But when I send the same build to a friend on Linux he said his mouse was inverted. So seems it's not fixed on Linux?

Can this be backported to 2019.1 ?
