[WebGL] "Failed running command python2" error is thrown when trying to build project with Development Build option enabled
How to reproduce:
1. Open the attached project
2. Open the Build Settings (File->Build Settings)
3. Switch to WebGL Platform
4. Enable the "Development Build" option
5. Make a Build
Expected result: Building process finishes successfully
Actual result: Emscripten error is thrown
Reproducible with: 2018.4.32f1, 2019.4.21f1, 2020.2.7f1, 2021.1.0b8, 2021.2.0a7
