WebGL development build fails when using InputDevices in scripts
How to reproduce:
1. Open attached project "case1337676_devBuild.zip"
2. Build a development build for WebGL
Expected result: Build succeeds
Actual result: Build fails
Reproducible with - 2019.4.27f1, 2020.3.5f1
Not reproducible with - 2020.3.6f1, 2020.3.12f1, 2021.1.12f1, 2021.2.0a18
