WebGL "Cross-Origin-Embedder-Policy: require-corp" HTTP header is included when multithreading is off
Reproduction steps:
1. Open the attached “WebGLRepro.zip” project
2. Build and Run the project on WebGL (File > Build and Run)
3. Observe the Player in the Browser
Expected result: iframe is shown on the localhost server
Actual result: iframe gets blocked due to "Cross-Origin-Embedder-Policy: require-corp" HTTP header
Reproducible with: 2022.3.10f1, 2022.3.20f1, 2023.2.12f1, 2023.3.0b10
Not reproducible with: 2021.3.35f1, 2022.3.9f1
Reproducible on: Windows 11, macOS 14.0 (Intel) (User reported)
Not reproducible on: no other environment tested
