[WebGL] Build with Live2D plugin fails when building using Command Line Interface

How to reproduce:
1. Unzip user's project and open Command prompt
2. Run command line: [EditorPath]\Unity.exe -quit -nographics -batchmode -buildTarget WebGL -projectPath [ProjectPath] -logFile [txtFilePath]\BuildWebGL.txt -executeMethod BuildSystem.Build_WebGL

Expected result: build is successful
Actual result: build fails (errors regarding Emscripten appear in the logs)

Reproducible with: 2020.3.12f1, 2021.1.11f1, 2021.2.0a1, 2021.1.0a16
Not reproducible with: 2021.2.0a17, 2021.2.0a21
Could not test with: 2018.4, 2019.4 (could not downgrade)

Notes:
1. Build is successful when building through Editor
2. Not reproducible with:
- Windows 10 Pro 64-bit, Intel(R) Xeon(R) W-2125 CPU @ 4.00GHz, 32GB, Radeon (TM) Pro WX 7100 Graphics
- Dell Precision 5820 workstation, Windows 10, Intel(R) Xeon(R) W-2145 CPU @ 3.70GHZ, 32GB RAM, AMD Radeon (TM) Pro WX 9100 Graphics
- Windows 10, Intel(R) Core(TM) i7-8850H CPU @ 2.60GHz, 32GB Ram, NVIDIA GeForce GTX 1050 Ti with Max-Q Design
- iMac (Retina 5K 27-inch, 2017), macOS 10.15.7, 4,2 GHz Intel Core i7, 16GB 2400 Mhz DR4, AMD Radeon Pro 580 8GB
3. Reproducible with:
- Dell XPS 15 9570, Intel(R) Core(TM) i7-8750H @2.20 GHz, 32GB RAM, NVIDIA GeForce GTX 1050Ti

  1. Resolution Note (fix version 2022.1):

    The underlying issue has been fixed in Unity 2021.2 and beyond with the new Emscripten toolchain. Unfortunately it's not possible to fix this instability for older versions of Unity on Windows. Please use Linux or macOS as a workaround for older Unity versions.
