[WebGL] Build files aren't being compressed
Reproduction steps:
1. Create a new Unity project
2. Navigate to File > Build Settings > Player Settings
3. Under Publishing Settings make sure that Compression format is set to Gzip or Brotli
4. Build the project for WebGL
5. Navigate to the location of Build files
6. Observe Build file extensions
Expected result: Build files are compressed
Actual result: Build files are not compressed
Reproducible with: 2018.4.32f1, 2019.4.20f1, 2020.1.0a6
Not reproducible with: 2020.1.0a7, 2020.2.2f1, 2021.1.0b3, 2021.2.0a2
