[Vulkan] Opening UIElements Debugger for Custom Window crashes Unity
How to reproduce:
1. Open attached project (Repro 2019.1 Inpector Crash.zip).
2. Open Window > Replicate Bug 2.
3. Using right-click on Bug Replicate 2 open UI Elements Debugger.
Reproducible with: 2019.1.0f2, 2019.2.0a12
Not reproducible with: 2017.4.26f1, 2018.3.13f1 (due to experimental UI elements)
