[Vulkan][Android][WebCamTexture] Application using WebCamTexture and Vulkan Graphics API crashes on Android
1. Open attached "WebCamRepro" project
2. Build to Android device (Vulkan should already be set as default Graphics API)
3. Run application
Result - Crash occurs
Notes:
1. Crash occurs almost immediately on OnePlus6T, Google Pixel, Xiaomi after launch, while Samsung devices crash after a few minutes (attached different logctas)
2. OpenGLES3 does not crash
3. Did not reproduce on Standalone Windows
