[Vulkan][Android]Enabling Graphics Jobs along with BlendShape on Vulkan deforms SkinnedMeshRenderer
Reproduction steps:
1. Open the user's attached project "GraphicsJobsAnimatorIssue-2019.3.zip"
2. Play the "SampleScene.unity" in Editor. You can see two characters repeating an animation with slight size change by blendshape
3. Build for Android platform
Expected result: SkinnedMeshRenderer is not deformed when Graphics Jobs is enabled
Actual result: SkinnedMeshRenderer is deformed when Graphics Jobs is enabled
Reproduces on: 2019.3.16f1, 2019.4.0f1, 2020.1.0b11, 2020.2.0a13
Could not test on 2018.4.23f1 (Project breaks when downgrading)
