[XR][URP] Terrain is not rendered in the right eye of an HMD when using Single Pass Instanced Stereo Rendering Mode with URP
How to reproduce:
1. Open the "case1170619_repro" project
2. Open the "Scenes/SampleScene" Scene
3. Enter the Play Mode
Expected result: The terrain is rendered on both eyes
Actual result: The terrain is rendered only on the left eye
Reproducible with: 2018.4.5f1 (LWRP 2.0.7 preview - LWRP 4.10.0 preview), 2019.1.12f1 (LWRP 5.16.1), 2019.2.0b10 (LWRP 6.9.0), 2019.3.0a11 (LWRP 7.0.0)

Still happen on 2019.3.5 single pass instanced.

This issue exists in 2019.3.4f1 with URP Occulus on windows in single pass mode.

Using URP with Oculus Quest - XR module - multipass and multiview both show the same result, left eye works as expected but the right eye has no terrain showing.
Using 2019.3.0.f3
