[XR][AI] ~0.3ms stall in the main thread in Semaphore.WaitForSignal called from WaitForJobGroupID
Repro steps:
1. Open the attached project
2. Make sure Development Build and Connect to Profiler options are turned on
3. Build and Run on Quest 2
4. Open the profiler
Reproducible with: 2020.2.5f1, 2020.3.4f1, 2021.1.1f1
Not reproducible with: 2021.2.0a11
Actual: There's no stall in Semaphore.WaitForSignal
Expected: There's a stall in Semaphore.WaitForSignal
Notes:
- Couldn't test the project on 2018.4 and 2019.4 due to compilation errors
