[Vulkan][GTX1060 only] vk_optimusGetInstanceProcAddr Vulkan crash when trying to dock a Shader Graph window
Steps to reproduce:
1. Open QA-attached project (Repro.zip)
2. Open "New Shader Graph" Shader Graph
3. Dock the Shader Graph window anywhere
Reproduced in: 2019.1.0f2, 2019.2.0a11
Not reproduced in: 2018.3.13f1
Note: Might require multiple tries of docking
Only reproduces on Vulkan
