Visual Scripting Full Screen Tab Only Works When Window Is Docked
Steps to reproduce:
- Create a new Unity project
- Open the Visual Scripting Graph via Window > Visual Scripting > Visual Scripting Graph
- Create a new Script Graph or State Graph
- Open the created State asset
- In the opened State Graph window, click the "Full Screen" tab
- Observe the behavior of the window

Actual results: The State Graph window only enters full screen mode if it is docked. It does not go full screen when undocked
Expected results: The Full Screen tab should expand the window to full screen regardless of whether it is docked or floating

Reproducible with versions: 1.9.4 (2022.3.62f1) , 1.9.8 (2022.3.62f1, 6000.0.52f1, 6000.1.12f1, 6000.2.0b9, 6000.3.0a2)
