[VFX Graph] Timeline VFX Activation events can get skipped if their duration is below 0.3 sec
Repro steps:
1. Import the attached package
2. Open the TimelineRepro scene
3. Either in edit or in play mode, open the MasterTimeline and play it
4. Observe how the first 7-8 activation clips get skipped
