[hlslcc] VFACE semantics is miscompiled with glcore/gles3

VFACE semantics doesn't work with openglcore as it should be, value is miscompiled in hlslcc steps somewhere.

Project Steps:

1. Open scene "Test".
2. Go to File->Build&Run->Player Settings untick "Automatic Graphics API".
3. Change OpenGLCore with Directx11 in list.
4. Notice that box is now all red.
