[VCS] Folder .meta files cannot be checked out through the Project Window's context menu
How to reproduce:
1. Create a new project in your preferred workspace and open it
2. Connect it to Perforce
3. Create a new folder and submit it
4. In the project window try to check out its .meta file (Right-click the folder -> Version Control -> Check out (Other) -> Only .meta file)
5. Observe that the option is greyed out
Expected result: Folder .meta files can be checked out just like any other file .meta files
Actual result: Folder .meta files cannot be checked out via the context menu. (Checking the file using Provider.Checkout does work without issues though.)
Reproduced in: 2020.1.0a1, 2019.3.0a12, 2019.2.2f1, 2018.4.7f1, 2017.4.32f1
