[VCS] Adding Probuilder package while under version control throws API Updater exceptions
How to reproduce:
1. Create a new project in your preferred workspace and open it
2. Connect it to Perforce
3. Add the Probuilder Package
4. Observe the console
Expected result: no errors are thrown
Actual result: API Updater exceptions are thrown upon added the package
Reproduced in: 2020.1.0a3, 2019.3.0b2, 2019.3.0b1
Not reproducible in: 2019.3.0a12, 2019.2.3f1, 2018.4.8f1
