UXML Assets cannot be opened with button from the UI Builder Library section
Steps to reproduce:
1. Open any Project
2. Navigate to Window > UI Toolkit > UI Builder
3. Add two Elements from the Library Standard section
4. Right-click them in the Hierarchy to create Templates from them
5. Switch the Library section to Project
6. Hover over any of the Assets and try clicking the Button that shows up to the right
Actual results: Nothing happens
Expected results: UXML Assets are opened in UI Builder
Reproducible with versions: 2021.3.35f1
Not reproducible with versions: 2022.3.20f1, 2023.1.20f1, 2023.2.10f1, 2023.3.0b7
Tested on: macOS Sonoma M1 Max
