[UX] Description Text in the Package Manager Window is unable to be selected/highlighted
How to reproduce:
1. Create a new project
2. Open the package manager window
3. Try to select text in the description
Expected result: The text is selectable
Actual result: The text is not selectable or intractable in any way
Reproduced in: 2018.3.0a5, 2018.2.1f1, 2018.1.9f1
