[UWP] Crash when initializing multiple AppCallbacks
How to reproduce:
1. Open the attached (Repro.zip) project
2. Build to UWP (make sure that VS version was chosen is 2017 with XAML and development build with Unity C# Projects is checked)
3. Open the build Solution file in Visual Studio -> Build the solution
4. Click on "To Unity button" -> click on "Back" button
-- Observe the crash
Reproducible with: 2017.4.40f1, 2018.4.23f1

- .Net backend is deprecated in 2019 and above streams
