[UWP] Build & run either fails or takes extremely long
What happened
Build & run isn't stable. It either takes very long or just fails.
How we can reproduce it using the example you attached
1. Build & run any project to UWP using any configuration.
2. It takes more than 7 minutes to run the app. Using Visual Studio directly it takes less.
Workaround: Don't use "Build and run" button. Instead, build VS solution, and build from VS project.
