USS is not removed when delete button is pressed
How to reproduce:
1. Open the attached project "UIBuilder.zip"
2. Open Window>UI Toolkit>UI Builder
3. Select the "a.uss" Style Sheet in the UI Builder
4. Press the delete button on the keyboard
Expected results: USS is removed
Actual results: USS is not removed
Reproducible with: 2020.3.48f1, 2021.3.26f1, 2022.3.0f1, 2023.1.0b19, 2023.2.0a17
