Using HDR picker changes color when Color Space setting in Player Settings is set to Linear
How to reproduce:
1. Download user's attached project "HDR Picker Upgrade Test 2018.zip"
2. In the project open the scene "TestScene"
3. In the Hierarchy window select Sphere GameObject, then change the Shader on the material to Custom/HDRPicker and notice that the sphere now appears noticeably brighter
4. Go to Player Settings and change the "Color Space" to "Gamma" then repeat the above steps
Expected results: After setting "Color Space" to "Linear" in Player Settings the color stays consistent regardless of which color picker is used on the Material
Actual results: After setting "Color Space" to "Linear" in Player Settings the color becomes inconsistent and is dependant on which color picker is used
Reproducible with: 2018.1.9f2, 2018.2.7f1, 2018.3.0b1
Not reproducible with: 2017.4.11f1
Regression introduced in: 2018.1.0b4 (003615bcffde)
Note: This does not happen with Linear Color Space in 2017.4 version

This occurs in Unity 2020.2 as well.
In part, this may be "by design", but I would expect all color pickers and fields to render the linearized color; or - ideally - render the gamma-ized color in preview (which is on a screen, so should generally be gamma), and internally work with the linear values.
