URP SpeedTree shading is incorrect when displaying rotated and scaled trees
How to reproduce:
1. Open the user's attached project
2. Open scene Scenes/SampleScene
3. Observe the three "Bush" GameObjects in the Scene view and the Game view
Expected result: all three GameObjects appear the same
Actual result: "Bush Rotated" is displayed in incorrect lighting and "Bush Rotated And Scaled" disappears
Reproducible with: 7.7.1 (2019.4.35f1), 10.8.1 (2020.3.27f1), 12.1.4 (2021.2.9f1), 13.1.1 (2022.1.0a16)
Not reproducible with: 13.1.2 (2022.1.0b1, 2022.2.0a1), 13.1.5 (2022.1.0b5, 2022.2.0a2),
