URP SimpleLit shader does not render with GPU instancing enabled
How to reproduce:
1. Open the attached project (SimpleLitBroken.zip)
2. Open the "Repro" scene
3. Note which cubes are rendered and which ones are not in the scene view
Expected result: all four cubes are rendered
Actual result: only the bottom two cubes are rendered
Reproducible with URP: 10.8.1 (2020.3.26f1) ,12.1.4 (2021.2.10f1), 13.1.4 (2022.1.0b4), 14.0.0 (2022.2.0a3)
Not reproducible with URP: 7.7.1 (2019.4.35f1)
Reproducible on: Windows 10, Ubuntu 20.04
Note: the issue is also reproducible on project builds
