[URP] ShaderKeywordFilter attributes errors when building the project
How to reproduce:
# Open the attached project "BoatAttackTrunk.zip"
# Build the project for UWP
Expected results: Build is successful with no errors
Actual results: "ShaderKeywordFilter attributes cannot be placed on a settings tree with multiple different branches on the same level." errors thrown in the Console window
Reproducible with: 2023.1.0a14, 2023.1.0a15
Not reproducible with: 2020.3.41f1, 2021.3.12f1, 2022.1.20f1, 2022.2.0b10, 2023.1.0a13
