[URP] Particle System 'Sorting Fudge' is dependent on camera position resulting in incorrect render order / depth
How to reproduce:
1. Open attached project "SortingFudgeErrorStripped.zip" and scene "SampleScene"
2. Enter Play mode
3. In Scene window, zoom in and out
4. Observe the Cube1 and ParticleSystem2
Expected result: the render order is not changing
Actual result: the render order change when zooming out
Reproducible with: 2019.4.2f1 (7.3.1), 2020.1.0b14, 2020.2.0a15 (8.1.0, 9.0.0-prev.14)
Could not test with: 2018.4 (urp was not yet implemented)
