With 3D template i.e when the camera/lighting environment is set to skybox, the scene renders black and with a 2D Template, the build renders blue.
Steps To Reproduce:
Part A.
Set up the environment for 2D lighting
1. Create a new Project
2. Windows > Package Manager > Universal RP > Install

4. Create a new 2D Renderer by going to the Assets menu and selecting Create > Rendering > Lightweight Render Pipeline > 2D Renderer
5. Select the Pipeline Asset > Renderer Type > Custom.
6. Drag the 2D Renderer Asset onto the Databox
