Missing orange tint in scene background
Steps to reproduce:
1. Open the attached project or download project from https://github.com/Unity-Technologies/2d-rpg-demo
2. Build&Run project or Play in Editor
3. Observe the background
Expected result: rendered as expected
Actual result: missing orange tint
Reproducible: 2021.1.0b8 (URP 11.0)
Not reproducible: 2020.2.1f1 (URP 10.2.2)
