[URP][Android] Animation frames are not cleared on PowerVR GPU when using URP
How to reproduce:
1. Open the user's attached "TestAndroid.zip" project
2. Build And Run the "SampleScene" on an Android device with PowerVR GPU
Expected results: The white circle moves without leaving a trace
Actual results: The white circle leaves a trail when moving
Reproducible with: 7.4.1 (2019.4.33f1), 7.7.1 (2019.4.33f1), 10.7.0 (2020.3.24f1)
Not reproducible with: 7.3.1 (2019.4.33f1), 12.0.0 (2021.2.0b15), (2021.2.6f1), 13.1.3 (2022.1.0b2)
