Unnatural shadow behavior when using two Directional Lights, and the Intensity of the duplicated Directional Light's matches or is lower than the original's
How to reproduce:
1. Open the “sw6-cqa-simulator” project
2. Open the "Game" Scene (Assets > Scenes > Game)
3. Move around the Scene by holding down the left mouse button and using the WASD keys
Expected result: Shadow is diffused and remain stationary when navigating around the Scene
Actual result: Shadow is concentrated at one point and moves along when navigating around the Scene
Reproducible in: 2021.3.34f1, 2022.3.17f1, 2023.2.6f1, 2023.3.0b3
Reproduced on: Windows 10
Not reproduced on: No other environments tested
Note:
- Not reproducible if the "Shadows" component of one or both of the Directional Lights is disabled.
- If the Scene appears too bright, adjust the intensity of both Directional Lights by lowering their values
Workaround: Lowering the intensity of duplicated Directional Light by one unit solves the issue

Resolution Note:
HDRP only support one directional light with shadow.
Directional light use cascade shadow map and only one cascade shadow map is supported per frame. It is however possible to create a box light with shadow to get two "directional " light with shadow.
The hdrp documentation don't mention it, so the documentation will be update to make it clear
