Unmodifiable license that corresponds to a different Unity account is used in Hub when using multiple Windows and Unity accounts

How to reproduce:
1. Create two Windows users and two Unity accounts
2. Log into the first Windows user account on the machine
3. Open Hub and log into the first Unity account
4. Activate the license that is desired for the first Unity account
5. Close Unity Hub and switch Windows user to the second Windows account
6. Open Hub and log into the second Unity account
7. Open the License Management section from Preferences > License Management

Expected results: it is possible to use another license for a different Unity account and the already existing license is modifiable
Actual results: one license is shared among all Unity accounts on the machine and the already existing license is unmodifiable by the second user

Reproducible with: Hub 2.4.2

Notes:
-Already existing accounts can be used in the reproduction steps to reproduce the same issue
-Attempting to write to the license file in the "C:\\ProgramData\\Unity" directory always fails because the license file is owned by the user who created it and other Windows user accounts have only the "Read & Execute" permission
-If the Hub window is blank or Hub is offline after the 5th step, this is because an instance of Hub was left running on the previous Windows user and Hub failed to access the same address that Hub needs to use.
