Unlocked Packages Become Locked After Closing and Reopening the Package Manager
Steps to reproduce:
- Create a new project
- Open the Package Manager
- Unlock any locked package
- Close and reopen the Package Manager window
- Observe the lock status of that package

Actual results: The unlocked package is locked again (i.e., original state)
Expected results: The package remains unlocked

Reproducible with versions: 6000.0.43f1, 6000.1.0b11, 6000.2.0a7

Tested on (OS): Ubuntu 24.04

Notes:
- The package shouldn't show the unlocked if it's going to be unlocked back after reopening the PM
