[Universal RP] Scene brightness changes as the camera moves
How to reproduce:
1. Open the user's attached "Proiect2D (1).zip" project
2. Open "SampleScene" Scene
3. Enter the Play mode
4. Press "A" for the game character and camera to move to the left
5. Observe the Game view
Expected result: As the camera moves, the Scene brightness doesn't change
Actual result: As the camera moves, the Scene brightness changes
Reproducible with: 11.0.0 (2021.1.20f1), 12.0.0 (2021.2.0a21)
Not reproducible with: 12.0.0 (2021.2.0b1, 2021.2.0b11, 2022.1.0a7)
Couldn't test with: 2019.4.30f1, 2020.3.17f1 (Package Manager error after downgrade)
