UnityEditor.TooltipView.Close nullReferenceException when clicking project window and Layers drop down
To reproduce:
1. Open attached project
2. Open MiniGame scene
3. Notice error in console (click anywhere on project window and observe more errors)
4. Click on layers drop down and notice another error in console
Reproducible with 5.4.0b3, 5.3.2p1, 5.2.4f1, 5.1.4f1
